The way I think of it in really basic terms is.GD is more like an Elder Scrolls experience than a League of Legends one. I understand that there is a subset of ARPG players that craves community competition/ladders/events, but that is not something GD was built around and other ARPGs already focus on it. If we added a check to test for edited characters when trying to play online, savvy players can very easily disable it or work around it (Torchlight 2 had something like this and it lasted about 2 days before a utility was out on the internet).
